    Abstract
    The K4D helpdesk service provides brief summaries of current research, evidence, and lessons learned. Helpdesk reports are not rigorous or systematic reviews; they are intended to provide an introduction to the most important evidence related to a research question. They draw on a rapid desk-based review of published literature and consultation with subject specialists. Over the past six years the civil war in Syria has evolved into a multifaceted conflict with numerous actors both internally and externally. As a result a complicated framework of governance has emerged with fragmented arrangements operating across the country. Therefore, although there are policies that can be implemented across the board and centralised institutions can be developed, an understanding of local needs also has to be formed in order to better enhance local governance capacity. There are a number of elements – such as security, aid, reconstruction, return dynamics, reconciliation and external actors – that also impact on governance and thus have to be taken into account when addressing issues of governance. This review highlights what analysts see as the key areas that need to be addressed or supported in relation to governance in Syria both now and once the conflict has ended.
