Haiti is often called the Republic of NGOs – it is a country where non-state actors provide most basic services, like healthcare, education, and policing. Decades of failure to address corruption, gang violence, and natural disasters have shattered trust in the state. Amid such chaos, how can citizens – especially those with the capacity to pay tax – be encouraged to support property taxation?
