A renewed focus on equity is being driven by the Human Rights to Water and Sanitation framework and Sustainable Development Goal 6.2, which emphasise the importance of adequate and equitable sanitation for all. However, as raised in Part 1 of this issue on equality and non-discrimination (EQND), there is evidence that CLTS processes for achieving community-wide outcomes are not always systematic, adequate, sustained, or sufficient to meet the needs of disadvantaged groups. A compilation of 50 CLTS and rural sanitation programmes around the world that significantly used support mechanisms was gathered to inform this issue. Our rapid review of the programmes found that although numerous trials existed, few had been taken to scale, few were located outside of Asia, and many did not have disaggregated monitoring and evaluation information that is publicly shared or collected at all. This issue therefore emphasises the importance of monitoring, evaluating and knowledge sharing processes in building an evidence base for facilitating equitable rural sanitation outcomes.
Un nouvel accent mis sur l’équité est actuellement piloté par le cadre des droits humains à l’eau et l’assainissement et par l’Objectif de développement durable 6.2, qui souligne l’importance d’un assainissement acceptable et équitable pour tous. Compte tenu du succès inégal des expériences mondiales en matière d’adoption de latrines, l’Assainissement total piloté par la communauté (ATPC) s’appuie sur la notion que des améliorations continues et collectives de l’assainissement donnent les meilleurs résultats lorsque les communautés identifient et pilotent elles-mêmes leurs solutions d’assainissement. Toutefois, comme évoqué dans la
1re partie de cette édition sur l’égalité et la non-discrimination (EQND), il existe des preuves que les processus ATPC pour atteindre des résultats à l’échelle de toute une communauté ne sont pas toujours systématiques, appropriés, soutenus ou suffisants pour satisfaire les besoins des groupes défavorisés.
Está a haver um enfoque renovado na equidade impulsionado pelo quadro dos Direitos Humanos à Água e ao Saneamento e pelo Objectivo de Desenvolvimento Sustentável 6.2, que sublinham a importância de um saneamento adequado e equitativo para todos. O Saneamento Total Liderado pela Comunidade (Community-Led Total Sanitation, CLTS) baseia-se na ideia de que melhoramentos colectivos continuados no saneamento funcionam melhor quando as comunidades identificam e dirigem as suas próprias soluções de saneamento, na sequência de experiências globais de adopção desigual de latrinas. No entanto, como se refere na Parte 1 desta publicação sobre Igualdade e Não-Discriminação (IGND), tem-se comprovado que os processos de CLTS para alcançar resultados em toda a comunidade nem sempre são sistemáticos, adequados, prolongados ou suficientes para satisfazer as necessidades de grupos desfavorecidos.
