Mobilising Private Finance for Resilient Infrastructure

Drawing from publications from knowledge institutes, the grey literature and academic publications, this rapid evidence review discusses approaches with the greatest success in mobilising private finance into adaptation and resilience in the infrastructure sector in Sub-Saharan Africa and South Asia. A large part of the literature discusses barriers to private finance mobilisation, and suggests ways to address these challenges. However, these often discuss barriers in a descriptive rather than explanatory way, sometimes confounding cause and effect. In sum, some evidence points to successful strategies to mobilise private finance for adaptation and resilience in the infrastructure sector in South Asia and Sub-Saharan Africa. However, a large research gap remains, particularly for empirical studies. The lack of data on existing financial flows into adaptation poses a major obstacle to studying private finance mobilisation.
