Like other countries in the world, Tunisia has had to face an unprecedented
epidemic threatening both the health of its population and its security. Only
through a national effort was it able to slow the spread of the scourge and
gradually bring it under control. Whilst the sheer number of actors involved in the
management of the pandemic increased the country’s chances of emerging from
the crisis, it also gave rise to conflicts of competence, mainly between the central
and devolved levels.
