<p dir="ltr">This technical annexe accompanies two papers that together form the Better Assistance in Crises (BASIC) Research targeting case study for Ethiopia (Merttens <i>et ‍al</i>. 2025a, 2025b). It contains supplementary detail on data and methods (Annexe A, Annexe B, and Annexe C), as well as a bespoke set of welfare analyses (Annexe D), plus supplementary material (Annexe E), which underpin and support the analysis and findings presented in the two papers.</p>
