Civil Service Reform Attempts in Pakistan

This review looks at attempts to reform the civil service in Pakistan, focusing on the problems it faces, barriers to reform, and recent attempts to bring this about. The review draws on a mixture of academic and grey literature. While there is a substantial body of literature on the history of the civil service in Pakistan, and the problems with its structure and functioning, far less was found on the actual implementation status of reforms that have been agreed, or on (donor) interventions to support civil service reform. The literature was found to be gender blind, and made no mention of persons with disabilities.
