Civil Service Codes and their Impact

This Rapid Evidence Review provides an overview of the value of Civil Service Codes (variously referred to as Codes of Conduct, Codes of Ethics, Model Code of Conduct etc.) in terms of reducing politicisation and corruption in the civil service and improving independence and objectivity. It draws on a diverse and multifaceted evidence base that includes academic and grey literature. The literature identified presents a complex and multifaceted picture with variation across countries within different areas of the civil service and at different levels of hierarchy.
