<p dir="ltr">Under the third term of Luiz Inácio Lula da Silva (or simply ‘Lula’), which commenced in January 2023, Brazil aspires to become an inclusive and green high-income country and a progressive force for shared prosperity globally. For some time, Brazil has been a well-recognised donor and leader in relation to South-to-South and triangular cooperation. This review aims to explore Brazil’s policy priorities for international development assistance, however evidence of explicit requests for development assistance to meet the current domestic needs of Brazil are scarce in published materials. Expressions of need from within Brazil are often framed in the wider context of what the government articulates as global, regional, or trilateral priorities, for example in the context of fighting hunger and climate change. </p>
