A catchment perspective in the management of water resources has always had a particular appeal amongst planners and engineers. Catchment, or river basins, form a geographical unit enclosing the area drained by all streams and water ways which feed a river at a particular point. It seems logical to plan and manage water use in each river basin so that upstream uses do not interfere with downstream uses and to ensure that water is used for its best purposes.en
