Some months later,during a major press interview, spokesmen indicated that one of the main objectives of the Ministry would -be 'to develop throughout the nation a high level of self-reliance in technological skill and trained manpower so as to advance the overall national objective of attaining genuine economic independence and progressive social development’ (The Herald. 19 Dec.1980).en
