State Capacity and Economic Development: the Case of Côte d'Ivoire

Abstract

Summary Summary The Ivory Coast is one of the few tropical African countries to have maintained both political stability and sustained economic growth since independence. The “Ivorian miracle” is often explained in economistic terms, or as the outcome of a ‘benign’ form of personal rule. It is argued here, however, that the real uniqueness of the ivory Coast lies in its organisational and political capacities, particularly in agricultural administration and in the ability of the political system to sustain support from a broad coalition of societal groups. An explanation of these capacities will be sought in factors such as organisational continuity from colonial to post?colonial state, elite stability and cohesion, co?operation with France, and the nature of authority within the bureaucratic and political hierarchies. Resumé Resumé La Compétence de l'Etat et le Développement économique: Le Cas de la Côte d'Ivoire La Côte d'Ivoire est l'un du très petit nombre des pays d'Afrique tropicale qui ait maintenu à la fois une stabilité politique et soutenu une croissance économique depuis son indépendance. Le ‘miracle ivoirien’ est très souvent expliqué en termes économistes, ou comme le résultat d'une forme bénigne d'autocracie. Notre vue, ici, c'est que la particularité de la Côte d'Ivoire tient à ces compétences politiques et organisationelles, et essentiellement à son administration agricole et l'aptitude du système politique à maintenir le soutien provenant d'une large coalition de groupes sociaux. Une explication pour ses aptitudes sera recherchés dans des facteurs tels que la continuité organisationnelle dans le passage de l'état colonial à l'état post?colonial, la stabilité d'une élite et sa cohésion.
